What is the meaning of first-level discipline?
With the popularization of smart phones, mobile Internet, cloud computing, big data and mobile communications, integrated circuits have evolved from a technical method of simply realizing circuit miniaturization to the core of all information technology industries today, and have become the backbone of national economic and social development and development. Strategic, basic and leading industries to safeguard national security.
At present, my country’s integrated circuit industry continues to maintain rapid growth, its technological innovation capabilities continue to improve, and its industrial development support capabilities have been significantly improved. However, there are still problems such as weak core product innovation capabilities and low-end products overall.

As early as 2015, six departments including the Ministry of Education jointly researched and decided to support a group of colleges and universities to build demonstration microelectronics colleges or prepare to build demonstration microelectronics colleges to accelerate the cultivation of engineering talents urgently needed by the integrated circuit industry.
At present, there are 28 national demonstration microelectronics colleges. At the same time, the “Several Policies for Promoting the High-quality Development of the Integrated Circuit Industry and Software Industry in the New Era” issued by the State Council in August last year also emphasized that the construction of integrated circuits and software majors should be strengthened, the establishment of first-level disciplines of integrated circuits should be accelerated, and the integrated development of industry and education should be supported. .
Due to the particularity of the industry, the threshold of integrated circuit technology is relatively high, spanning multiple disciplines such as physics, chemistry, materials, and chemical engineering, and it is inseparable from the accumulation of practice from design to production.
The person in charge of the Office of the Academic Degrees Committee of the State Council explained that due to the particularity of the research objects of “Integrated Circuit Science and Engineering” and “National Security Studies”, there are many existing first-level disciplines involved in theory and method, showing a multidisciplinary synthesis. The outstanding characteristics of cross-discipline and cross-discipline have been fully demonstrated by experts and are set under the category of cross-discipline.
“For a long time, all parties have been highly motivated to develop interdisciplinarity, and they have also put forward many useful opinions and suggestions, but there is a lack of unified understanding of the connotation and extension, evolution law, and construction mechanism of interdisciplinarity. What is the lack of integrated circuit talent training?
Although the government, enterprises and academia have paid more and more attention to the integrated circuit industry in recent years, the phenomenon of talent gap still exists.
According to the “White Paper on Talents in China’s Integrated Circuit Industry (2019-2020 Edition)” (hereinafter referred to as the “White Paper”), as of the end of 2019, the number of personnel directly engaged in the integrated circuit industry in my country was about 511,900, an increase of 50,900 over the previous year. Among them, the number of employees in the design industry, manufacturing industry and packaging and testing industry is 181,200, 171,900 and 158,800 respectively.
According to the current industrial development trend and the corresponding per capita output value, the “White Paper” predicts that the demand for talents in the entire industry will reach about 744,500 around 2022, including 270,400 in the design industry, 264,300 in the manufacturing industry, and 20.98 in packaging and testing. million people. In other words, there is still a gap of more than 200,000 talents in the industry.
In terms of employment in colleges and universities, the “White Paper” shows that doctoral graduates from exemplary microelectronics colleges are more willing to work in colleges or research institutes, and the proportion of undergraduates who are directly employed is much lower than that of master/doctoral graduates. In general, the situation of talent shortage is still severe, and the talent structure is obviously unbalanced.
Wang Shijiang, director of the Institute of Integrated Circuits of the China Electronics and Information Industry Development Research Institute, said in his interpretation of the “White Paper” that there are four problems in the construction of talents in my country’s integrated circuit industry, namely, the shortage of leading and high-end talents, and the lack of attraction to talents; The integration of production and education needs to be strengthened; the phenomenon of poaching among integrated circuit enterprises in my country is common, resulting in frequent talent flow; my country does not pay enough attention to intellectual capital, and the vitality of scientific research personnel needs to be stimulated.

The development of integrated circuits requires three elements of capital, talents and time.
